Silaynon facing rape raps

A Silay resident was arrested yesterday for allegedly molesting an elementary pupil in Brgy. Bagtic, Silay City, Negros Occidental Monday, police reports said.

The girl, 14, whose name is being withheld by the police, told the police yesterday that her neighbor Randy Pedrahas, of legal age, single, of Sitio Riverside, Brgy. Hawaiian, Silay City molested her in a residence in Brgy. Bagtic at about 5p.m. Monday, police reports said.

Supt. Celestino Guara, Silay PNP commander, yesterday told the DAILY STAR in a phone interview, Pedrahas was temporarily staying in a residence in Brgy. Bagtic where he is completing his on-the-job-training.

Guara said the Silay Women and Children Concerns Desk subjected the minor to a medical examination while rape charges are being readied against Pedrahas who is now detained in the lock-up cell of Silay PNP.*DMG

PNP station ready for use

The P3 million police station of Binalbagan in Negros Occidental is now ready for use.

Town police chief Virgilio de la Cruz yesterday said the new Binalbagan police station, whose construction started last year, is expected to be inaugurated by Philippine National Police chief Arturo Lomibao.

Police records show that the PNP has allocated P2 million for the construction of the police station, while the Negros Occidental government has provided a counterpart of P1 million.

Of the 100 police offices to be constructed nationwide, 27 have been earmarked for Region 6, among them the newly-completed Binalbagan Police Station.

Police records also showed that majority of the police stations in Negros Occidental are co-located with their city or municipal halls.*GPB

'NBI man no show at office'

The special investigator of the National Bureau of Investigation who led a team whose members were recently beaten up allegedly by members of the Negros Oriental police in Pamplona town has not reported to work for more than a month, NBI Bacolod agent-in-charge Philip Pecache said yesterday.

Menci Mamaspas appeared at the NBI office once only since the Pamplona incident on Feb. 4, he said.

Pecache said he did not know why Mamaspas has not been reporting for work although he was still assigned to the Bacolod office. "He told me he would file for a leave but up to know I have not received any application," Pecache said.

"During the same period last year I heard Mamaspas also disappeared from the NBI Bacolod office," Pecache said, "But he did not know the reason why."

"We cannot say that his prolonged leave now is a result of the Pamplona incident," Pecache said. He said the former NBI chief of Bacolod had requested for the transfer of Mamaspas out of Bacolod, but this has not been acted on by their head office.

Meanwhile, the Region 7 police have forwarded their investigation report on the Pamplona beating to the NBI head office, the legal division of which will file the necessary charges, Pecache said.

It is safe to assume that charges were recommended against some policemen, he said, but could not give details.*CPG
