Raid yields marijuana
An estimated half-a-kilo of suspected dried marijuana
leaves and fruiting tops were seized by the police in a raid in
San Carlos City, Negros Occidental, during the weekend.
Armed with a search warrant issued by Judge Rogelio
Beldia, a police team led by Supt. Ricardo de la Paz swooped down
on the house of couple Ian and Gina Eborda in Brgy. 2, San Carlos
City.
De la Paz said the raid led to the arrest of
Dionesia Jimenez who tried to sneak out of the house of Eborda,
carrying a school bag owned by the couple's child containing notebooks
and half-a-kilo of dried marijuana leaves, with a market value of
about P5,000.
Police investigations show that the dried marijuana
leaves originated from Balamban, Cebu, and were delivered to the
Eborda couple through a motorized boat that landed in Brgy. San
Isidro, a coastal area of Calatrava town. Nine kilos of dried marijuana
leaves were also seized by the police in San Carlos City, in previous
years, police records also showed.
De la Paz said the Eborda couple is listed in
the police order of battle of drug personalities in San Carlos City.
Police investigations also indicated that shippers
of prohibited drugs from Cebu are now avoiding the port of San Carlos
as their entry point to Negros Occidental, after the formation of
" Task Force Shabu Watch", a composite task force of policemen,
PNP Maritime Group, Philippine Coast Guard and Ports Authority.
The dried marijuana leaves confiscated from the
Ebordas were brought to the PNP Crime Laboratory in Bacolod City
for examination, while charges for violation of Republic Act 9165
are now being readied for filing against Jimenez and the Eborda
couple.
Last week, 13 persons were also arrested by the
police in simultaneous raids in Brgy. 3, San Carlos City, that also
led to the discovery of a "one-stop-shop- area" for shabu users

policemen attend SWAT
About 50 police non-commissioned officers of the
Negros Occidental Police Provincial Office attended Day 10 of the
Special Weekend Academy Training held Saturday, at the NOPPO headquarters,
in Bacolod City.
Guest lecturer was assistant provincial Jail
Warden Dionisio Silva Jr. who represented Warden Marcus Ybañez,
a NOPPO press release said yesterday.
Silva discussed Article 12 of the Revised Penal
Code which deals with circumstances that exempt an individual from
criminal liability, specifically in cases involving children aged
9 to 15 years, the press release said.
He also discussed Article 29 regarding the period
of preventive imprisonment deducted from the term of jail sentence,
it also said. The Standard Operating Procedures for effective jail
management, the need for strict enforcement of strip searching from
head to foot, and the prohibition of cellphones and contrabands
such as drugs, alcohol and illegal weapons inside the detention
cells were also discussed to the policemen.
Silva also enumerated the factors leading to the
escape of prisoners and stressed that rehabilitation is the principal
purpose of putting offenders behind bars, the press release added.*
