2 charges versus Bacoleņo

Charges of malicious mischief and physical injuries
were filed yesterday before the City Prosecutor's Office against
a Bacolod resident who reportedly boxed a fireman from Himamaylan
City, Negros Occidental, at a mall in Brgy. Singcang, Bacolod City,
at about 3:30 p.m. Friday.
Fire Officer 2 Archie Espaņo of Himamaylan City
yesterday filed the charges against Rogelio Tongol, 30, of Brgy.
Singcang-Airport, Bacolod City, who allegedly boxed him and destroyed
his cellphone when he took a photo of his wife together with the
suspect in the mall.
Espaņo claimed he saw Tongol and his wife standing
in front of a cellphone repair shop with their bodies close to each
other. He said he took their photo with his Sony Ericson 500i cellphone,
but the suspect parried his hand causing the cellphone to fall on
the ground, police reports said.
Not satisfied, Espaņo said, Tongol kicked his
phone and boxed him in his forehead and chest, police reports said.
Meanwhile, Espaņo's wife, whose name is being withheld by the DAILY
STAR, also filed a complaint for violation of Republic Act 9262,
or Anti-Violence against Women and their Children Act before Precinct
8 against her husband. She said her husband accused her of having
an illicit affair with Tongol whom she had accidentally met at the
mall, police reports said.
She said her husband dragged her out of the mall,
causing her embarrassment. Meanwhile, Tongol, who was in the custody
of the police, also filed complaints for unjust vexation and physical
injuries against FO2 Espaņo for taking his photo without any reason.
He said he tried to stop the fire officer from taking his photo,
and this resulted in a commotion. He said Espaņo also threw invectives
at him, police reports said.*DMG

Hotel
employee
facing swindling raps
The Provincial Anti-Illegal Task Force yesterday
filed swindling charges before the City Prosecutor's Office against
a hotel employee who was arrested Friday for allegedly conniving
with a "doctor" in swindling the wife of an international seaman
in Bacolod City.
Senior Insp. Gary Allan Resuma, PAITF chief,
yesterday told the DAILY STAR in a phone interview, that PO1 Glen
Acosta and PO2 Clark Punzalan yesterday filed swindling charges
against Nicolas Casuncad, 33, of Brgy. Dos Hermanas, Talisay City
in Negros Occidental.
Resuma said the PAITF manhunt is still on for
the arrest of a certain "Jurel Velina" who was pinpointed by Casuncad
as the "mastermind" of the crime. Casuncad, who has been an employee
of a hotel in Bacolod City for five years now, was accused of conspiring
with "Jurel Velina" in swindling a Cadiz resident on Thursday.
Resuma said Casuncad surrendered to him and
other PAITAF operatives Senior Insps. Leonardo Angcon and Rosauro
Francisco, SPO3 Rogelio Hechanova, SPO2 Antonio Burgos and Supt.
Leo Irwin Agpangan of the Bacolod Task Force Lawin. On Friday, the
seaman's wife, who asked not to be named, told the police that two
unidentified callers identified themselves as "doctor" and "ambassador
to Brazil" told her that her husband was involved in a commotion
that led to the death of his assailant, a Brazilian national.
She said the callers told her there was a shoot-to-kill
order against her husband and asked her for P89,465.10 and P70,000
in cash for his needs. She said she deposited the money in the BPI
account of Casuncad as her callers told her.
Casuncad who is still detained in Precinct 1 vehemently
insists that he is innocent of the crime.*DMG

New jail
warden orders
personnel to be vigilant
The newly installed warden of the Bacolod City District
Jail, Chief Insp. Samson Abaygar, yesterday said he has asked his
personnel to be more strict and vigilant to prevent the entry of
illegal drugs and contrabands in the jail.
Abaygar, who replaced Chief Insp. Amelito Fuentes
after the inmates staged a protest and hunger strike against the
latter on Wednesday last week, said he will not allow illegal drugs
to proliferate in the jail.
He said he conducted a dialog with the detainees
yesterday to set new guidelines in conformity with the rules and
regulations of the jail.
He said he will allow the entry of sacks of rice
in the city jail as long as they do not exceed two sacks. Abaygar
said the strip search conducted on visitors will be on a case-to-case
basis in consideration to the religious groups who hold bible studies
in the jail.
He said he will allow the use of electric
fans in the jail but the use of refrigerators will be prohibited.
Abaygar also stressed the need for a new city district
jail building to accommodate the detainees. He said the city jail
has the capacity to house only 200 inmates, but its population as
of yesterday is 575.*DMG
