Newly-installed Dumaguete City chief of police P/Supt. Deonard Carlos outlined his plans and programs for the next two years in what he called the "three letter S," after his formal assumption into office yesterday.

Carlos replaced C/Insp. Manuel Hidalgo who now occupies a sensitive position with the Oriental Negros command of the Philippine National Police. Carlos said the first "S" means a "safer" Dumaguete being the show window of the province under his stint.

The second "S" is to "solve" crimes, though he believes occurrence of crimes in any locality is inevitable and is a reality. He promised to keep the crime rate at the lowest level.

Carlos said the third "S" is to "serve" the residents better with a smile.

The turnover ceremonies for the new chief of police of the city was witnessed by Mayor Agustin Perdices, Vice Mayor William Ablong, provincial director Sr. Supt. Omar Buenafe, Edmund Tayko of the Negros Oriental Bankers Association, Alex Sy of the Filipino-Chinese Chamber of Commerce, reporters and some visitors.

In his message, Perdices said he wants to see the criminals behind bars in order to see Dumagueteños smile. He also said he listens to excuses but prefers results.

In support of the police, Perdices has pledged to extend P2 million in financial assistance for its operation, the funds to be taken from the internal revenue allotment, which the government owes to the local government units of Dumaguete and P1 million as soon as Congress approves the national budget in April.

Perdices challenged the Filipino-Chinese Chamber of Commerce and the Negros Oriental Bankers Association to do their share in maintaining peace and order in Dumaguete.

The mayor said, "If some businessmen and bankers don't pay the right amount of taxes, better give it to the PNP for their daily operation."

"Besides, businessmen and banks are the usual targets of hold-uppers," Perdices said.*JG
