Bayawan boosts
eco-governance

The Bayawan City government has set the wheels turning for its so-called "eco-governance program". And Bayawan Mayor German Saraņa said the program "will shoot not only two, but three birds with one stone".

Saraņa explained that the LGU's "eco-governance program" is in response to the calls of the national government for the country to be less dependent on imported fuel, thus Bayawan is planning to develop underutilized areas that will be planted to jatropha, provide a sustainable market-led agricultural development and produce alternative energy.

Under its eco-governance program, Bayawan has already planted 30,976 jatropha seedlings currently thriving in 15 nurseries as of May 2006, Bayawan City agriculturist Luis Sumalpong said.

Army blamed for slay
of Karapatan volunteer

Four unidentified bonnet-clad men gunned down a member of a militant group at Brgy. Malusay, Guihulngan town, Oriental Negros, at about 5 p.m. yesterday, its secretary-general claimed.

Fred Caņa, Karapatan-Negros secretary-general, confirmed to the DAILY STAR last night the slay of Eladio Dasi-an, 37, at the crossing of Brgy. Malusay, Guihulngan. Dasi-an was on a motorcycle when the four suspects on board an owner-type jeep blocked his way, and peppered him with bullets, Caņa said, quoting reports from a certain "Bro. Mayok" of Karapatan-Guihulngan.

Caņa was quick to link the murder to what he described as the "death squad" of the Philippine Army, referring to the government-launched "Oplan Bantay Laya" that, he alleged, is on its third phase in the campaign to crush members of progressive and militant groups.

Silliman student
nabbed for 'shabu'

A student of Silliman University was caught allegedly in the act of selling a sachet of shabu to a police-poseur buyer at 1:30 p.m., Tuesday, at the SU Library parking lot area, Dumaguete City.

The suspect, identified as Psalm Anthony Bernardez, 19, a resident of Magatas, Sibulan, Oriental Negros, was nabbed by elements of Task Force 24 composed of the city police force, Philippine Drug Enforcement Agency and the National Bureau of Investigation.

Task Force 24 members earlier received a tip that the suspect is selling shabu in the university.
