Sanggunian to declare
City Hall 'inadequate'

The Bacolod Sangguniang Panlungsod will propose a resolution today declaring the inadequacy of the present City Hall before it could decide which offer to take for the proposed new government center, Acting Bacolod Vice Mayor Greg Gasataya said yesterday.

Gasataya said this will come after they have passed a resolution laying the guidelines for the selection. He said the basis for the declaration will be the evaluation made by the technical team created by Bacolod Mayor Evelio Leonardia.

He said that after the SP has declared the inadequacy of the present City Hall, it will conduct a public hearing to present to the public the different sites and offers received by the city.

The city has received 13 offers for its proposed plan to put up a new government center, aside from the plan of the city to construct a new city hall in the government-owned property in Brgy. Taculing and the proposal to renovate the existing City Hall building.

Gasataya said the technical team composed of representatives from the City Engineer's, City Assessors, and City Planning and Development Office, will submit their evaluation before the start of the SP session today. He said the present city hall has no adequate parking space and the number of offices can no longer adopt to its present need that is why the city is renting some offices.

Gasataya said the SP did not declare that the present City Hall will be abandoned but only that it is inadequate. "Like in the case of Manila, the local government constructed a new city hall but called it only an "extension" of the city hall which it did not abandon," he said.

Gasataya said the SP is also looking at the possibility of creating an appropriation ordinance that will be the basis of the city for the source of fund for the construction of a new city hall.

After the Jan. 21 deadline set by the City Hall Committee, chaired by City Administrator Lorendo Dilag, former Bacolod Vice Mayor Ramiro Garcia presented to the city a position paper asking the SP to seriously consider the present Bacolod Airport as the new site for the City Hall.*CGS
