IN 4th QUARTER
NOPPO regains
no. 1 slot in performance evaluation
The Negros Occidental Police Provincial Office has
finally regained the number one slot in the performance evaluation
rating, among the six provincial police offices in Western Visayas,
for the fourth quarter of 2005.
Records of the Police Regional Office 6 indicated
that the Negros Occidental police has overtaken the Capiz Police
Provincial Office that was number one in the third quarter of 2005.
Police records also showed that NOPPO ranked
number one in the first quarter of 2005, but dove to fourth and
fifth positions in the second and third quarters of 2005, among
the nine major police units in Western Visayas. On the other hand,
the Bacolod City Police Office, a consistent top performer in previous
two quarters of 2005, ranked fourth and fifth respectively, in the
3rd and 4th quarters of the same year.
The nine major police units, aside from BCPO
and NOPPO, are rated by the PRO 6 every quarter of the year for
community relations, operations, intelligence, investigations, management
of personnel and logistics, plans and comptrollership.
In the same period, the police station of E.B.
Magalona and Escalante also topped the performance rating in the
city and town categories, respectively, in Negros Occidental.
Despite the "roller-coaster ratings" of NOPPO
and BCPO in Western Visayas, on the contrary, both police units
made it to the list of finalists in the search for best provincial
and city police offices nationwide for 2005, based on ratings they
got from the Annual General Inspection and Operational Readiness
Security Inspection Test and Evaluation conducted by Camp Crame.
The result is expected to be known within this week
as the awarding of outstanding police units and individuals is slated
Jan. 30 at Camp Crame, in connection with the 15th founding anniversary
of the Philippine National Police.*GPB

RMG
troopers face
harassment raps
Two women from Silay City, Negros Occidental, yesterday
sought justice claiming their husbands were maltreated and harassed
by 603rd Regional Mobile Group troopers at the Aidsisa detachment
in Brgy. Bagtic, Silay City, on Sept. 7, 2004.
In a press conference called by the National
Federation of Sugar Workers-Negros in Bacolod City yesterday, Chris
Marie Garcia, 20 and Teresita Desabello, 39, said their husbands
were arrested by RMG members Saturday for direct assault against
persons in authority and attempted homicide.
July Garcia, 40, a farmer, and Ireneo Desabello,
39, a tuba gatherer, are now detained at the Silay PNP.
Chris Marie, a mother of a month-old baby boy,
and Teresita, a mother of seven. claimed their husbands were accused
of the crimes they had not committed.
Chris Marie narrated that on Sept. 7, 2004, Insp.
Adrian Acollador and PO1 Salvador Cordero went to her residence
looking for her brother-in-law Ernie, 31, who was linked to the
death of a businessman in San Carlos City in 2003.
She said Ernie resisted when Acollador and Cordero
failed to present an arrest warrant. She said Cordero drew his service
firearm when he saw Ernie going out of the house, which resulted
in a commotion. She said Ernie's older brother, Jerry, scuffled
with Cordero, which caused the gun to fire hitting the policeman
in his arm.
Chris Marie said Acollador rushed in and shot
her husband July hitting him in his knee. Acollador also poked his
firearm at Jerry, she added.
Teresita, meanwhile, said her husband Ireneo
was forcibly arrested by Acollador Saturday without presenting an
arrest warrant. She claimed Ireneo was mauled by some members of
the RMG troopers while they were in the detachment.
Nancy Nacionales said Acollador and his men had
also mauled his father Wilfredo Garcia, 74, on Sept. 7, 2004. She
said Acollador forcibly brought her father at the Aidsisa detachment
where he was mauled. She claimed that unidentified RMG troopers
put spices on her father's eyes.
Meanwhile, Supt. Rene Aspera 6th RMG director, yesterday
told the DAILY STAR in a phone interview, his office has not received
formal complaints from the Garcias and Desabellos yet.*DMG

Cops nab
suspect
in highway robbery
A Bacolod resident allegedly involved in a highway
robbery was arrested by Bacolod Intelligence and Investigation Branch
policemen at Purok Halandumon 2, Brgy. Banago, Bacolod City, at
about 7:30 a.m. yesterday.
Senior Insp. Joeresty Coronica, IIB chief, and
his men swooped down on a residence where Reggie Fernandez Esquilla,
37, of Purok Lampirong, Brgy. 2, was spotted few days earlier.
Bacolod City police director, Senior Supt. Pedro
Merced, said Esquilla, alias" Inday" was tagged as a member of the
group who held up and robbed an E.B. Magalona Sangguniang Panlalawigan
secretary of P50,000 in cash in 2004.
Esquilla was arrested on the strength of an arrest
warrant issued by Judge Philadelpha Agraviador of the 6th Judicial
Regional Trial Court, Branch 43. His bail was set at P24,000, Merced
added.
Meanwhile, Rhoda Rossel Gutierrez Talavero, 25,
single, of Purok Lison, Brgy. 1 and Donie Val Salazar Vallos, 27,
single, of Lot 8, Block 41, San Dionisio, Brgy. Granada, all in
Bacolod City reported to Police Precinct 2 they were held up by
at least six unidentified persons armed with bladed weapons at South
Capitol Road at about 7 p.m. Monday.
The hold-up men grabbed Talavero's bag containing
a fisherman's hut, black wallet and keys and they also snatched
Vallos' silver bracelet worth P1,000, police reports said.*DMG
