The decision of the Civil Service Commission regional office which
upheld an earlier decision by the CSC Negros Occidental field office
on the case of Bacolod City College Administrator Mario Tajanlangit
has been sustained by the CSC Central Office.
The CSC regional office had earlier dismissed the appeal of
Bacolod Mayor Evelio Leonardia on the decision of the CSC NOFO invalidating
the appointment of Tajanlangit for lack of concurrence by the Bacolod
Sangguniang Panlungsod.
In its resolution promulgated Dec. 5, 2005, the CSC Manila
dismissed the appeal for lack of merit.
Tajanlangit was appointed by the Mayor as BCC college administrator
under permanent status on Dec. 1, 2004 and his appointment was submitted
to the SP for its concurrence. However, in Resolution No. 1116 dated
Dec. 28, 2004, the SP denied concurrence in the appointment of Tajanlangit.
Although the appointment was re-submitted by Leonardia to the SP
on Jan. 26, 2005 on a request for reconsideration, the SP merely
noted the second request of the Mayor and referred the same to Resolution
No. 1116, in effect reiterating its non-concurrence of Tajanlangit's
appointment.
CSC commissioner Cesar Buenaflor, in his resolution dated
Dec. 5, 2005, said that in the absence of the required concurrence
by the SP, the invalidation of the appointment of Tajanlangit is
in order.
City Legal Officer Allan Zamora said he was instructed by the
Mayor to file a motion for reconsideration with the CSC proper.
"If this is denied by the CSC, we will elevate the case to the Supreme
Court," he said. In the meantime, Tajanlangit remains as the BCC
