6 of 10 women nabbed
by cops positive for STD
Six out of 10 women apprehended Sunday by Police
Precinct 1 for vagrancy tested positive for sexually transmitted
diseases as shown by their cervical smear treatment results released
Monday.

1 commander, yesterday told the DAILY STAR, the women, two of them
minors, were STD-infected as revealed by the City Health Office
in Bacolod City.
The women were arrested with 28 others at the
Bacolod public plaza and other areas of downtown Bacolod for violation
of City Ordinance 202, or Vagrancy.
Manzano said the women were ordered to secure
community certificates or "cedula" to claim their "pink cards" signifying
they are already disease-free, at the CHO.
Meanwhile, nine women and five men were apprehended
by Police Precinct 8 at the Goldenfields Commercial Complex in Brgy.
Singcang, Bacolod City at about 10:45 p.m. Monday, also for vagrancy.
Senior Insp. Danilo Francisco, Police Precinct
8 commander, said vagrancy charges were yesterday filed against
the 14, whose names are being withheld by the DAILY STAR before
the City Prosecutor's Office.
Francisco said the women, three of them minors,
were tested at the CHO yesterday.
The 14 are now in the custody of Police Precinct
8 until the reglamentary period for their detention lapses.*DMG

Napolcom recommends
Magbanua for IAS
Negros provincial directors
The National Police Commission has recommended to
President Gloria Macapagal-Arroyo the appointment of Supt. Ifor
Magbanua as the Internal Affairs Service provincial director of
Negros Occidental.
The Napolcom said the Commission en banc recently
approved Resolution No. 2005-413 containing the list of PNP personnel
endorsed by Inspector General Alexis Canonizado for appointment
to key IAS positions of 65 officials.
Under Republic Act 8551, or the amended Philippine
National Police law, the IAS is mandated to serve as the institutional
watchdog of the police organization.
Magbanua, a member of the Philippine Military
Academy Class '81 and a mistah or classmate of Senior Supt. Charles
Calima, police provincial director of Negros Occidental, is now
taking up the 8-month Officer Senior Executive Course at Camp Martin
Delgado in Iloilo City, as a requirement for his promotion.
The Napolcom also recommended the appointment
of Chief Supt. Irving Malunda, former provincial police director
of Oriental Negros, as IAS deputy inspector general and Senior Supts.
Jessor Arguelles and Rolenson Grijaldo as IAS regional director
of Western and Central Visayas, respectively.
Under RA 8551, IAS has the power to investigate
complaints and recommend sanctions against erring members of the
PNP.
Magbanua and 50 others senior police officers nationwide
are expected to finish their OSEC next month, with Interior and
Local Government Secretary Angelo Reyes as guest of honor and speaker
at their graduation rites in Iloilo.*GPB

3 men arrested
for drag racing
Three persons were caught in the act of joining a
motorcycle drag race at the Bacolod Reclamation area in Bacolod
City at about 11:30 p.m. Monday.

Larry Moneva arrested Froivin Mark Uberas Bravo, 25, married, of
Purok Ylac, Brgy. 1; Larry Caspe Peneciva, 21, single, of Bunker
1, Cadiz City, Negros Occidental and temporarily residing at the
Yulo-Buc-an compound, Brgy. 27, Bacolod; and Ronnie Territorio Reyes,
31, single, of Purok 3, Magsungay, Brgy. Singcang-Airport, for alleged
drag racing, police reports said.
Bravo, Peneciva and Reyes have expired driver's
licenses and official receipts for their motorcycles, police reports
said.
Meanwhile, the three denied the allegation, saying
they were on their way to have dinner when they were lured to watch
several teenagers participating in a drag race in the place.
Later, the apprehending officers arrived and arrested
them while the teenagers joining the drag race escaped, they claimed.*DMG
