Frustrated homicide raps
filed vs. traffic enforcer

Charges for frustrated homicide were filed yesterday by the Bacolod City Police office against a traffic enforcer accused of shooting his neighbor on New Year's Day.

Traffic enforcer Julius Unadia of Brgy. Estefania, Bacolod City was identified by witnesses as the one who shot Felamie Balitausan, who was shot in her left foot on New Year's day and was rushed to the hospital. Unadia tested positive for gunpowder nitrate in the test conducted on him Sunday.

Bacolod Mayor Evelio Leonardia yesterday said Unadia was no longer an employee of the city when the incident happened.

Leonardia said he has instructed Bacolod police director, Supt. Pedro Merced, to investigate the matter since Unadia is no longer under the jurisdiction of the city after he issued a memorandum dated Dec. 27 terminating the appointments of all plantilla and job order casuals by Dec. 31.

In his memorandum, Leonardia had directed all department heads not to accept any plantilla and job order employees without appointments approved by him. The memorandum was intended to enable a comprehensive review of the personnel requirements of each department.

Leonardia said whether the city will take Unadia back or not will depend on assessment of the city and on the investigation of the police.*CGS

Man nabbed for firing gun
at hotel parking premises

A hotel guest was arrested for alleged possession of a firearm and for firing it intentionally at the parking area of the Circle Inn at Malaspina-Lopez Jaena streets in Bacolod City at about 4:10 a.m. yesterday.

Frederick Medina Legaspina, 27, single, of B-4 Yusay Apartment, 14th-Lacson streets in the city was arrested for illegal discharge of firearm and for illegally possessing it, police reports said.

Bacolod City police director, Supt. Pedro Merced, said Legaspina had no license to carry the 9mm pistol Steyr as it belonged to a certain John Alexander Donato Fernandez, 35, of Makati City.

Merced said Fernandez's application to possess firearm will also be cancelled because of his liability in allowing Legaspina to carry the gun. The application form of Fernandez that was recovered from Legaspina could not justify his carrying of firearm, Merced said.

Also recovered from the parking lot were four empty shells of 9mm caliber pistol, police reports said.

Legaspina, who refused to comment on the incident, voluntarily turned over the 9mm caliber pistol Steyr with a magazine containing eight bullets.

Merced said Legaspina will be charged for unauthorized firing of the gun. He is now detained in the lock-up cell of Police Precinct 4.*DMG
