The Confederation of Sugar Producers Association Negros-Panay chapter chairman yesterday said that this is the best time to remind President Gloria Arroyo of the need for a charter change, especially the clamor to federalize the system of government, and not just changing the system from presidential to parliamentary.

CONFED Negros-Panay chair Luis Tongoy also said it is imperative that the country must federalize to prevent possible paralyzation of the country whenever a situation develops in the National Capital region.

It is good that the situation has not deteriorated to the point that is paralyzed the bureaucracy. But that could happen, he said.

That means that trouble in the metropolis could very well also paralyze the countryside when major decisions are being handled by Manila, he said.

But with federal governments enjoying their respective budgets, they no longer need to wait for budgetary assistance from Metro Manila and the national government, he said.*RLE
