'State of emergency' decree
gets Negros, Siquijor support
BY JUANCHO GALLARDE AND ROMY AMARADO

The province of Oriental Negros remains peaceful amid reports of destabilization plots against the government, even as the Philippine National Police and the Philippine Army in the province continue to remain loyal to the duly constituted authority.

Local chief executives also threw their support behind President Gloria Macapagal Arroyo and her declaration of the State of Emergency yesterday.

Gov. George Arnaiz said his administration is fully supporting the President's declaration as there are several leftist groups taking advantage of the unstable situation in Metro Manila.

Proclamation 1017 baseless,
Gabriela, KMU leaders say

Leaders of two militant groups in Oriental Negros denounced yesterday President Gloria Macapagal-Arroyo's declaration of a national emergency and expressed fears it would open the floodgates to more suppressions of civil liberties.

Trelly Marigza, Gabriela-Negros Oriental chairperson, and Ronald Ian Evident, spokesperson of Kilusang Mayo Uno Negros island, issued the denunciation after President Arroyo came out live on television to declare the state of national emergency through Presidential Proclamation No. 1017.

The provincial School Board has appropriated about P6.6 million for the expansion of a project using television programs to enhance the learning ability of public elementary pupils and high school students in Oriental Negros, especially in science.

Aleli Abne, Negros Oriental Schools Division Superintendent, said the school board which she co-chairs decided a few weeks ago to expand the project, after noting that pupils and students of schools being piloted for the project showed great improvement in an achievement test.
