A resolution for Bacolod City to pursue the operation of the slaughterhouse
in Brgy. Handumanan through a private contractor is being sought
from the Bacolod Sangguniang Panlungsod.
Bacolod Mayor Mayor Evelio Leonardia has written Councilors
Napoleon Cordova and Jude Thaddeus Sayson asking them to sponsor
the resolution, Secretary to the Mayor Roger Balo said yesterday.
Balo said that after the failure of the first bidding during
the previous administration, the city conducted a follow-up bidding.
Since the second bidding also failed, the city's procurement policy
allows the negotiated procurement process, he said.
Balo said that since a "Triple A" slaughterhouse will require
a capital outlay of about P54 million for the equipment, only a
few contractors have shown interest to bid for the project. One
of the interested parties has submitted to the city a proposal which
is now being studied.
Balo said he will present to the Mayor a counter-proposal for
his evaluation and final approval. After it is approved, the project
can be awarded to a private contractor who meets the requirements,
he said.
The proposal is that the private contractor pay a monthly
rental compensation to the city for the operation of the facility,
and on top of that, the city will get regulatory fees, Balo said.
The contractor will also supply all the equipment, estimated to
cost P54 million, he said.
Two interested contractors have said that it will take three to
four months to install the equipment, Balo said. If the Mayor approves
the proposal next month and the awarding is made, the operation
of the slaughterhouse in Handumanan can begin in four months.*CGS
