get leadership awards

Philippine Drug Enforcement Agency regional director
Rolen Balquin and Supt. Ifor Magbanua, Internal Affairs Service
provincial director, graduated from the nine-month Public Safety
Officers Senior Executive Course in Iloilo City with flying colors
yesterday.
Former Rep. Margarita Cojuangco, president of
the Philippine Public Safety College, conferred the leadership award
on Balquin and Magbanua at their graduation rites yesterday.
Magbanua, a member of the Philippine Military
Academy Class '81, also graduated on top of the OSEC Class 57-2005,
composed of 51 police chief inspectors and superintendents assigned
all over the country.
Balquin is the president of OSEC Class 57-2005.
Supt. Celestino Guara, Silay police chief, also
received an award from Cojuangco for topping the firearms proficiency
training course with a score of 100.
Twelve other senior police commissioned officers
assigned in Negros Occidental - Supts. Ricardo de la Paz, Leo Irwin
Agpangan, Larry Decena, Edgardo Ordaniel, Edgar Esparagoza, Danilo
Peņa and Roderick Alba, Chief Inspectors Armando Tobongbanua, Calixto
Mabugat, Joseph Martir, Violeta Noblezada, Jomil John Trio and Hector
Maestral were among the police commissioned officers who completed
the OSEC.
OSEC is a requirement for promotion to senior
superintendent, which is equivalent to full-fledged colonel in the
military.
The 51 PCOs had undergone a week-long training
at the Los Angeles Federal Bureau of Investigation field office
in California, United States in December last year.*GPB
