The six mayors of local government units comprising the expanded
Metro Dumaguete concept are expected to sign soon a memorandum of
agreement for a common sanitary landfill in Dauin town, Oriental
Negros.
They are Agustin Perdices of Dumaguete City, Rodrigo Alanano
of Dauin, Rodolfo Yee of Bacong, Rodolfo Gonzales of Valencia, Antonio
Renacia of Sibulan, and Nelson Ruiz of San Jose.
The other signatory will be Gov. George Arnaiz for the provincial
government that will act as their partner, and who has assured the
six mayors help to buy the targeted 10-hectare vacant land in Brgy.
Tunga-Tunga, Dauin.
The agreement will spell out the obligations and responsibilities
of each of the partner-towns to the project. Under its terms, Dauin
will agree to host the landfill but will receive fees for the volume
of wastes and other garbage disposed at the landfill.
It will also create the Dauin Sanitary Land Fill Management
Board to be headed by Gov. Arnaiz to formulate policies, monitor
and evaluate the project, draft sanctions, and provide measures
to comply with environmental protection laws.
Republic Act No. 9003, or the Ecological Solid Waste Management
Act of 2001, orders LGUs to close all open dumpsites after converting
them into controlled dumpsites within three years after its effectivity
and build their sanitary landfills within five years to replace
their controlled dumpsites.
The deadline expired Thursday.
Because of the cost of building a landfill, the Metro LGUs
agreed to build a common landfill.
Arnaiz will head the SLF Board that will be composed of the six
mayors as members.*
