WV beats Metro Manila,
15 regions in rape cases

The Western Visayas region has not only surpassed
Metro Manila for having the most number of recorded rape cases but
also other 15 regions in the country in 2005, police records show.
Records of the PNP Women and Children's Concern
Desk indicated that Western Visayas topped the list of rape cases
with 326, followed by the National Capital Region with 296 and Region
5 - 276.
The Autonomous Region for Muslim Mindanao got
the lowest in recorded rape incidents with 36, Cordillera Administrative
Region - 63, and Region 13 -68.
The police recorded 2,918 cases of rape in the
whole country last year.
Among the factors noted to have triggered rape
incidents were the proliferation of pornographic materials, drunkenness,
and the morality of a person, Senior Inspector Cecil Detablan, chief
of the PRO 6 Women and Children's Concern Desk, said.
Of the six provinces of Western Visayas, Negros
Occidental also topped the list, with the most number of sexual
abuses cases last year, police records also showed.
Records of the Police Regional Office 6 WCCD
indicated that 196 sexually-related incidents took place in Negros
Occidental, 54 of them in Bacolod City, followed by Iloilo with
125, Antique -44, Capiz -29, Aklan -15 and Guimaras -14, from January
to October last year.
Incidents of rape also topped the list of 757
crimes committed against children and women in Western Visayas at
308, with physical injuries - 135 and acts of lasciviousness - 100,
closely following.
Police records also showed that 70 percent of
violence and incidents against women took place in homes and perpetrated
by people known to the victims.
Despite the increasing trend of crime incidents
involving women and children, Detablan said the police in Western
Visayas has significantly improved in its responses to violence
against women and children.
A PRO 6 study shows that different responses
to VAWC have scarcely addressed the difficulties of several victim-survivors
in accessing services and the protection of law.
This is because legislative gains are diluted by
lack of political commitment, and ignorance of the anti-VAWC provisions
by other government agencies and officials as well, Detablan said.*GPB

drug suspects
nabbed in Bacolod, Valladolid

The two Negros Occidental policemen who have been
charged with carnapping, are now back on duty after Silay City Regional
Trial Court Judge Reynaldo Alon recalled the arrest warrant for
them.
Police chief Modesto Sanson yesterday said, PO1
Sandrex Pasco, a member of the Victorias City Police Station, is
now back on duty.
Senior Inspector Arnold Mesias, Salvador Benedicto
police chief, also said PO1 Jose Dallarte who is also facing carnapping
charges, also reported for duty yesterday.
Police investigation had shown that Daliarte
and Pasco were allegedly involved in the sale of the cannibalized
cargo truck of Eduardo Boyson at Sitio Cabay, Barangay Guinhalaran,
Silay City to a junk shop two years ago, with a deed of sale, that
did not have the concurrence of the owner.
Sanson said a pending motion was filed by Pasco
before the Supreme Court, asking for a review of the carnapping
charges filed against him by Boyson before the Silay RTC.
He further claimed that the name of Pasco was
not even mentioned in the complaint. Police investigations also
showed that the wife of Daliarte is a relative of complainant Buyson.
Sanson Pasco, accompanied by his counsel, reported
for duty on Wednesday. On the other hand, Daliarte who was accused
of allegedly pawning his issued M-16 assault rifle, reported to
the Salvador Benedicto Police Station yesterday, Mesias also said.
Pasco and Daliarte were nowhere to be found after
the arrest warrant was issued against them by Alon, who also recommended
bail of P180,000 for each.*GPB
