The Provincial Government of Negros Occidental is looking into
the unpaid bills of the Paglaum Sports Complex to the Bacolod City
Water District that amounts to P215,703.77, and to the Central Negros
Electric Cooperative of P381,419.99, incurred from 1990 to 1995,
vice-gov. Isidro Zayco said yesterday.
The PSC, the water supply and electricity of which were disconnected
after the SEAGames in November and December last year, is the training
venue for the Negros contingent in the Western Visayas Regional
Athletics Association Meet in Roxas City, Capiz next month.
With the problem on the unpaid bills, the practices of the
Negros athletes aiming to retain the overall championship of the
regional meet have been hampered because of the inconvenience, coaches
said.
Zayco told the DAILY STAR yesterday that they are looking into
the matter but added that it might be difficult to trace why it
has ballooned, since they were not leading the provincial government
yet on those years.
The management of the PSC, which was rehabilitated during
the 23rd Southeast Asian Games last year, had been turned over by
the provincial officials to the Department of Education in 1995.
Zayco said the provincial government will study how the electric
and water bills were incurred, including those during the SEA Games.
No stones will be left unturned, he said.
The Panaad Park and Stadium in Barangay Mansilingan, Bacolod
City is also used as a training facility for the Negrense competitors
in the elementary and secondary levels.
Meanwhile, the regional school-based sports meet has also
been rescheduled from March 12-18 to March 16-21 to allow athletes
to take their national test, which will be used for their admission
to high school and college.
The elementary athletes will take the test on March 7, while the
high school competitors will have their examinations on March 14.
