NOPPO eyes transfer
of most 2nd PMG men
BY GILBERT BAYORAN

Majority of troopers of the 2nd Provincial Mobile Group, the striking force of the Negros Occidental police, are facing relief and transfer to other police units in the next two months.

Negros Occidental police director Charles Calima yesterday bared his plans to infuse what he calls "young blood" into the 2nd PMG and retain only its key personnel.

The 38 young policemen who are undergoing "tourist cops" training and participating in a 90-day Scout Ranger Orientation Course in Hinigaran town, will replace the 2nd PMG troopers expected to be deployed to various police units, Calima said. A company-sized PMG unit is composed of about 88 personnel.

The 2nd PMG which used to be commanded by Chief Inspector William Seņoron, was adjudged best provincial mobile group in Negros Occidental last year.

SPO1 Edencio Gregorio, a team leader of the Task Force Ilahas and former 2nd PMG member, was also promoted to police inspector through a lateral entry in the Philippine National Police.

Meanwhile, Calima said Supts. Ricardo de la Paz, Celestino Guara and Danilo Peņa will re-assume command of the city police stations of San Carlos, Silay and Kabankalan, respectively, upon completion of their 10-month Officers Senior Executive Course schooling in Iloilo, this month.

However, it has not been determined yet if Chief Inspector Jomil John Trio and Supt. Edgardo Ordaniel will retain their positions as police chiefs of Cadiz and Sipalay.

Calima said Mayors Eugenio Jose Lacson and Carlo Gamban of San Carlos and Silay, respectively, want to retain the services of de la Paz and Guara. Regional police chief Doroteo Reyes also nullified his order appointing newly-promoted Senior Supt. Modesto Sanson as staff officer at Camp Martin Delgado in Iloilo City.

Sanson is the police chief of Victorias City, that was adjudged as city police station of Western Visayas for 2005.*GPB

IN SILAY
'Adopt a Barangay'
launched to maintain peace

The "Adopt a Barangay" program was launched by the Silay City government, in Negros Occidental, at the Jose Locsin Cultural and Civic Center Tuesday, a press release from the city said.

Mayor Carlo Gamban urged the policemen to maintain peace and order amid the reported increase in complaints of theft, illegal possession of deadly weapons and petty crimes in some barangays of the city. Under the program, two policemen will be detailed in barangays where they reside, particularly in Rizal, Mambulac, Guinhalaran, 1, 2, 4, 5 and Lantad, to maintain peace and order, it said.

Policemen are also tasked to supervise the tanods and coordinate with barangay officials.

Gamban said a monthly evaluation of the program will be conducted.

Present at the launching were Councilor Mario Gamboa, chairman on Police Matters, police chief Samuel Mina Jr., and some barangay captains of the city, it added.*

2005 police exam
results lowest -- NAPOLCOM

Only 3,815 of the 39,046 applicants who took the Philippine National Police entrance and promotional examinations in October last year passed the examinations conducted in 19 testing centers nationwide, including Bacolod City, records of the National Police Commission show.

Napolcom attributed the passing percentage rate, the lowest recorded by the Commission since the implementation of RA 6975, known as the PNP law, to its continuous upgrading standards for its examinations.

It said only 1,059 of the 22,042 police applicants passed the PNP entrance test. Of the 17,004 examinees who took the promotional tests, only 2,756 passed, with 1,923 in the police officer exam and 833 in the Senior Police Officer test.

Meanwhile, the Philippine Drug Enforcement Agency announced that it is recruiting 100 anti-narcotic agents, as part of its re-organization program that is expected to start in July next year.

Supt. Rolen Balquin, PDEA regional director, said applicants for PDEA agents must not be more than 40 years old, a college graduate and a Civil Service eligible, at least 5 feet and 2 inches in height for female and 5 feet and 4 inches for male.

Balquin said the examination for PDEA applicants scheduled on Feb. 26, will be held in Cebu for the Visayas applicants, Manila and Davao for Luzon and Mindanao examinees, respectively. Starting next year, policemen who opt to stay with PDEA will lose their ranks.

PDEA has been patterned after the United States Drug Enforcement Agency, whose agents and operatives are all civilians.*GPB
