Suspected pusher
faces multiple raps

Multiple charges are being readied by the Bacolod Women and Children's Concern Desk against Charlie Javellano Balbon Sr., a suspected drug pusher from Silay City who allegedly molested a 12-year-old girl in a lodge in Bacolod City Saturday.

Rape charges, violation of Republic Act 7610, or Child Abuse and abduction of minor will be filed against Balbon, 58, who brought the minor to the Adam's Lodge in Brgy. Bata, Bacolod City at about 8:20 p.m. Saturday, case investigator PO2 Rosemae Diaz of the WCCD, told the DAILY STAR yesterday.

Meanwhile, medical examination conducted on the minor yesterday showed that there was penetration of her private parts and old lacerations, Diaz said. The girl has also acquired a sexually transmitted disease, she added.

Diaz said the girl, who is now in the custody of the Department of Social Services and Development, will be placed under rehabilitation.

Balbon, who also tops the drug watch list of Silay PNP, denied the allegations.

Meanwhile, Bacolod City police director Senior Supt. Pedro Merced yesterday, said Balbon has two pending drug cases in Silay City, but one has been dismissed. The other is still pending before the Silay court.

Balbon is still detained at the lock-up cell of Police Precinct 3.

SPO1 Dante Victor Escorpion, head of the Silay Drug Enforcement Unit yesterday told the DAILY STAR in a phone interview that Balbon was not only involved in drug, but had been tagged as an illegal gambling financier in the city.*DMG
