Former Senator John Osmeņa yesterday asked Senator Rodolfo Biazon,
chairman of the Senate Committee on Public Order and Safety, to
act on the strong suspicions that law enforcement employees involved
in a recent incident involving two foreigners at the Pamplona Plantation
Resorts "were acting for vested interests -- not for the general
public."
Osmeņa was referring to the case where an NBI team from Bacolod
City, on the requests of Korean pastor Kim Seong Kook, served a
search warrant for illegal possession of firearms issued by a Cebu
Regional Trial Court to Korean businessman Ha Hae Bong, also known
as Michael Ha at the Pamplona Plantation Resort on Feb. 4.
The businessman, in turn, reportedly sought the help of the
Negros Oriental police, who prevented it from being served.
Kim, who is facing complaints for rape and acts of lasciviousness
filed against him by two members of his congregation, also has pending
complaints for carnapping, theft, estafa and robbery against Ha
pending before the Bacolod City Prosecutor's Office.
Osmeņa, who is the developer of the 70 has. Pamplona Plantation
Resorts, and not its owner, said it appears that the law enforcers
got involved in an existing animosity between the two Koreans.
In his letter Osmeņa requested Biazon to have his committee
look into the Pamplona incident where NBI elements were allegedly
manhandled and tied up by members of the PNP.
The news items on what happened barely scratch the surface,
Osmeņa said.
"The story I heard is that a certain Bacolod-based foreign
businessman by the name of Kim instigated the raid to force Michael
Ha, another foreign businessman based in Pamplona, to give up a
girl who filed rape charges against Kim. The complainant is reportedly
under the protection of Ha," Osmeņa told Biazon in his letter.
Please note that the warrant issued for unlicensed firearms
was issued by the Regional Trial Court of Cebu, which is in Region
7, and served by elements of the NBI based in Bacolod, which is
in Region 6, Osmeņa also told Biazon.
Ha has a 5-year lease on six cottages at the Pamplona Plantation
Resorts which is adjacent to the Pamplona Golf and Country Club.*CPG
