Trike drivers,
operators vow to follow ordinance

Trisikad drivers and operators in Bacolod City have expressed their support for the campaign of the city government to decongest traffic in major streets, a city hall press release said.

The group agreed to avoid plying the busy streets of Lacson, Araneta and San Juan and to observe the Trisikad Ordinance that requires all trisikad drivers to be licensed, be between 18 and 65 years old, and be certified residents of their barangays.

The trisikad drivers attended a consultation and orientation held Wednesday by Executive Assistant Valentin Jamelo and Traffic Management Unit head Insp. Juanito Balinas, during which they were encouraged to organize themselves and to comply with requirements to avoid being apprehended.

Meanwhile, officers and members of the 26 trisikad associations in the urban barangays of Bacolod also attended a consultative meeting organized by the Office of Sectoral Concerns under Executive Assistant Alex Coloso, held at the BAYS Center, recently, a press release from the Office said.

Present was Helen Castro, president of the Federation of Bacolod Associations of Trisikad Drivers-Operators Inc.

The meeting discussed the issues and problems of FEBATODI, especially the apprehensions of its erring members by traffic policemen, the press release added.*

Barangay juvenile
justice program pushed

An ordinance establishing the Bacolod City Barangay Juvenile Justice Diversion program was proposed during the Sangguniang Panlungsod session yesterday by Bacolod Councilor Ana Marie Palermo.

The ordinance provides rehabilitative measures, mechanisms, support programs and services for the diversion of children in conflict with the law, and the amendment of certain sections of City Ordinance 378, or the Child, Youth and Family Welfare and Development Code of Bacolod City, and all other city ordinances with penal provisions.

The ordinance will provide for the establishment of the Barangay Juvenile Diversion Program to be maintained by the city, where children in conflict with the law shall be taken into custody by any person or peace officer for violation of a city ordinance, and without resorting to institution of court proceedings, be provided with non-punitive sanctions and rehabilitative measures and services as may be provided in the Ordinance, and other related ordinances and laws.

It also provides that a Barangay Child Justice Committee shall be established in all the barangays in the city through an enabling barangay resolution, and shall be a mechanism for the punong barangay and barangay council to administer restorative justice for child offenders.

The committee will be responsible for ensuring the safety and well-being of children taken into custody and the implementation of the Diversion Programs based on the ordinance, including the supervision of the operations of the Barangay Temporary Shelter within their localities.*CGS
