The Bacolod police yesterday filed charges of direct assault against a person in authority, two counts of illegal possession of firearms, oral defamation and resisting arrests before the City Prosecutor's Office against "Internal Police general" Julio Quirino and his "officers" who were arrested after staging an "assault" in Police Precinct 3 Thursday, Bacolod City police director Senior Supt. Pedro Merced said.

Quirino was found positive of gun powder nitrate in a paraffin test conducted on him Friday, Merced also said.

Quirino and his officers, "Colonel" Manuel Basa, "Captain" Julius Santillan, and "Captain" Rolando Espanola were arrested after they entered the Precinct and demanded the release of "Captain" Norma Aliguin Bitar who had figured in a traffic mishap in Brgy. Bata, and was detained for illegal possession of firearm.

On Monday, the Police Precinct 3 personnel filed charges for illegal possession of firearm against Bitar for violation of Presidential Decree 1866, as amended by Republic Act 8294, or illegal possession of firearm, Merced said.

He said Quirino has pending cases of illegal possession of firearm and frustrated murder but had posted bail for his temporary liberty.

Merced said the "Interpol" is an illegal and unauthorized organization. He said he is not questioning these people claiming to be members of the "Interpol" forming their own organization, but he will not allow them to carry firearms without licenses and permits.

Merced said Quirino wrote and asked him to allow his group to conduct intelligence monitoring during the Southeast Asian Games in Bacolod City last year, but he disregarded the proposal.

"Why should I allow them to do the intelligence monitoring? They are not duly recognized by the PNP force and are not even an anti-crime organization", Merced said.

Meanwhile, Merced said they are preparing extortion charges against Quirino, who reportedly managed the Green Gold Security agency that is not existing. However, they are checking the records of security agencies registered at the Firearms Explosives and Security Agency and Guards Supervision in the Camp Crame to verify the reports.*DMG
