The House of Representatives yesterday approved the bill appropriating
P13.1 billion to fund the adjustment in compensation of national
government employees, Rep. Jose Carlos Lacson (Neg. Occ., 3rd district),
said.
This act shall take effect beginning Jan. 1, 2006, the bill said.
However, Lacson also said a counterpart version of the bill will
have to be approved by the Senate before it can become a law and
be implemented.
The P13 billion will cover funding requirements for the P1,000
per month additional allowance of national government employees
covered by Republic Act No. 6758 or (the Compensation and Position
Classification Act of 1989), as amended, and the military and uniformed
personnel, Lacson, who voted for the approval of the bill, said.
Government-Owned and/or Controlled Corporations covered by Republic
Act No. 6758 as amended, and local governments units are likewise
authorized to grant additional allowance chargeable against their
respective funds, the bill said. This is, however, "subject
to the availability of funds".
If GOCC funds are not sufficient for the grant of this additional
allowance, it may be partially implemented at a rate uniformly applied
to all their respective personnel, the bill said. In the case of
LGUs, the personal services limitation under Republic Act No. 7160
(the Local Government Code of 1991) shall be waived for purposes
of the grant of the additional allowance, it added.*CG
