Raps filed vs. couple
for chaining teenager

Charges for Child Abuse or violation of Republic Act 7610 were filed Monday against the couple who reportedly chained the 16-year-old boy rescued by the Bacolod police operatives Friday night, before the City Prosecutor's Office.

Case investigator SPO3 Nemia Cuzon of the Bacolod Women and Children's Concern Desk yesterday, said the charges were filed against couple Jovelyn and Christopher Alba of Brgy. Singcang, Bacolod City for chaining Marcelo Bariga, of Balikotok, Ilog town, Negros Occidental.

The boy was allegedly chained Thursday by Christopher Alba for allegedly reporting to his employer that the latter's brother, Christian Alba, was selling the fuel of the truck he was driving, Cuzon said.

Bariga told the police the couple threatened to kill him, Cuzon said.

Cuzon said Bariga is now under the custody of the Department of Social Services and Development and is set for psychiatric evaluation because of trauma.*DMG
