"General" Julio Quirino, who claims to be the "World Commander
of the International Police" was found positive for gunpowder nitrate
in a paraffin test conducted on him Friday, Senior Insp. Joeresty
Coronica, Police Precinct 3 commander, yesterday told the DAILY
STAR.
Quirino, Bitar, Basa, Santillan and Espanola were arrested
Thursday after staging an "assault" in Police Precinct 3, police
reports said.
Coronica said his men filed charges against "Captain" Norman
Aliguin Bitar for violation of Presidential Decree 1866, as amended
by Republic Act 8294, or illegal possession of firearm before the
City Prosecutor's Office, yesterday.
With the release of Quirino's paraffin test result, Coronica
said charges of direct assault against a person in authority, illegal
possession of firearm, threat and grave oral defamation are being
readied against him, and his officers "Colonel" Manuel Basa, "Captain"
Julius Santillan and "Captain" Rolando Espanola, all claiming to
be members of the "Interpol".
Coronica said he also expects to file the charges against
Quirino and three others before the City Prosecutor's Office today,
Coronica said.
Police reports said Quirino, entered Precinct 3 to demand the
release of Bitar who figured in a traffic mishap in Brgy. Bata,
Bacolod, and was detained for illegal possession of a .45 caliber
pistol.
Also recovered from Quirino was a .45 caliber pistol with
six live ammunitions and an empty shell in the gun barrel, police
reports said.
Quirino and four of his "officers" are still detained in the lock-up
cell of Police Precinct 3.*DMG
