Deadline set for
new city hall site offers

The Bacolod Sangguniang Panlungsod has set the final deadline for all offers for a new city hall site for Bacolod City on February 13, in an omnibus resolution it passed Thursday.

The SP also set the public hearing on the offers for a new government center on Feb. 17. Bacolod Councilor Lyndon Caņa, is the proponent of the resolution. The SP members agreed to hold the public hearing at 1:30 p.m. at the Liga ng mga Barangay Hall at San Juan Street, Bacolod City.

The proposed dates were moved upon the request of Councilors Dindo Ramos, Al Victor Espino and other members of the SP, who suggested that the deadline and the public hearing be set earlier.

The City Hall Committee, chaired by City Administrator Lorendo Dilag, submitted to the SP Thursday its evaluation of the first eight proposals offered or considered probable sites for a new city hall. The committee has received about 15 proposals, aside from the other offers submitted to the SP.*CGS

Cable theft incidents cases
rising nationwide -- PCTA

Legitimate cable companies have become victims of the growing cable piracy problem in the country, a press release from SKY Cable said yesterday.

A resident of Barangay Olympia, Makati City, identified only as Aling Ella, a longtime cable subscriber, recently noticed that her cable TV reception seems to have deteriorated although not once has she missed paying her bills. Aling Ella said the cable service seemed better years ago when the signal was clear. Without knowing it, however, legitimate subscribers like Aling Ella are the real victims of the growing cable piracy problem in the country.

Cable companies may have been bleeding financially, but it is the subscribers who are at the losing end in the cable piracy crisis, Elpidio Paras, vice-chairman and former president of the Philippine Cable Television Association, said in the press release.

Paras added that illegal cable connections cause 30 to 40 percent degradation in cable signals resulting in ghost images, static lines, blurred pictures, hissing noises, sudden flickers on screen and surges of static noise that can damage the TV set. Cable theft in Metro Manila have become rampant that the number of illegal connections has surpassed the total number of subscribers of all the cable companies combined, the press release said. "Without realizing they've been had, the legitimate subscribers are paying for these illegal connections and they get nothing in return," Paras said.

Paras encouraged subscribers to report cable theft incidents and bogus linemen offering free cable in their neighborhood.

"One tell-tale sign is the presence of multi-channel splitters in the electric post, near the main cable line," he explained. "Cable companies don't use three-way splitters or octopus connections. We keep our cable connections seamless, so all you can see is one cable wire connecting the subscriber to the main cable line."

Subscribers, Paras added, should call their cable company's hotline whenever they see a splitter.

"Subscribers should take part in the battle against illegal connections because ultimately, they are the ones being robbed, not the cable companies," Paras said in the press release.*

US Veterans Affairs to hold
outreach program in Bacolod

The Manila Regional Office of the United States Department of Veterans Affairs will hold an outreach program for veterans and their dependents in Western Visayas on Feb. 16, 8 to 12 a.m, at the BAYS Center, in Bacolod City, a city hall press release said yesterday.

Two representatives from the USD-VA will conduct interviews, discuss benefits of veterans and answer related queries, among others, in the event to be held in coordination with the City Mayor's Sectoral Concerns office under Executive Assistant Alex Coloso. All officers of the American Legion, Veterans Federation of the Philippines, Defenders of Bataan and Corregidor Inc., Veterans of Foreign Wars and the Disabled American Veterans in Bacolod City and Negros Occidental are advised to call Jeff Esperanzate at the Office of Sectoral Concerns located at the Bacolod public plaza, at 433-8666, for more details, the press release added.*
