The president of the Silliman University Alumni Association has
echoed the complaint of motorists and pedestrians against the huge
warning signs at the overpass undergoing construction, in front
of the SU high school and elementary campus, at Hibbard Avenue in
Dumaguete City, Oriental Negros.
Regional Trial Court Judge Candelario Gonzales Jr., the alumni
head, said the signs do not serve any purpose, as they would cause
motorists and pedestrians to look upwards and lead to traffic accidents.
He suggested that a net be placed to prevent the public from looking
at the signs. He also said the contractor should consider other
safety measures instead of the signs.
Some portions of the project have improved, however, such
as the putting of ramps. The overpass was constructed to protect
the pedestrians, especially school children, from accidents.
The SUAA, the parent-teachers association, divinity school,
student government and other groups, however, had earlier signed
a petition opposing its construction.
In a resolution signed by Gonzalez earlier, the alumni called
on the Commission on Audit, Congress, and the Office of the Ombudsman
to conduct an investigation on the project, which they said, was
just a wasteful expenditure of public funds that would not serve
the public.
They said a portion of the overpass was constructed on the
private property of Silliman, and had been undertaken without consulting
the actual users, stakeholders, and the National Historical Institute.
The protestors had earlier also claimed that the overpass
project would only aggravate the existing traffic congestion in
the area since it does not extend to the parking area of the Silliman
Business Administration Building, as it begins and ends on the shoulders
of the road, or the pedestrian pavement.
Even the SU student government had tagged the project as "completely
ridiculous," because they can not see the need for it.*JG
