One teener surrenders,
2 nabbed for 'gang rape'
BY DONALYN GUERRERO

One of the teenagers who allegedly gang-raped a 15-year-old girl in Brgy. Vista Alegre, Bacolod City, Saturday, voluntarily surrendered to the National Bureau of Investigation-Bacolod office yesterday.

The Bacolod police Terrano Patrol 101 and 109 operatives apprehended on Saturday two 14-year-old boys identified by the complainant to be among those who molested her, police reports said.

NBI-Bacolod chief Philip Pecache yesterday said the boy, 14 (not 16 as earlier reported), whose name is being withheld by the DAILY STAR, told him the complainant willingly joined him and his friends in drinking liquor in the barangay at about 5 p.m. Saturday.

The boy claimed he did not rape the complainant because she consented to have sex with him, Pecache said.

Earlier, the girl, a third year student of a public high school in Bacolod, complained to the police that after she and her schoolmates, all aged 14, had a drinking spree, the suspects undressed her and raped her one after the other, police reports said

. The complainant is now confined in a hospital in Bacolod City after she complained of body pains, reports said. Meanwhile, Bacolod City police director Senior Supt. Pedro Merced yesterday said parents should closely monitor the daily activities of their children.

Minors below 15, accused of a crime can not be detained and be held liable of the charges because of Republic Act 9344, the Juvenile Justice and Welfare Act, that protects their rights, Merced said.*DMG
