Negros Occidental Board Member Lorenzo Peņa Suatengco has been
requested to write the Sangguaniang Panlalawigan to explain his
side in connection with the "drag racing incident" that resulted
in the death of a school teacher.
Board Member Elmero Layumas, chairman of the Sanggunian Committee
on Rules and Public Ethics, said he made the request as Suatengco's
reply will be used as part of the response of the SP to the incident
in aid of legislation.
Layumas said they have also asked Senior Supt. Pedro Merced,
Bacolod police director, for a copy of the police investigation
findings on the incident.
Layumas said the SP committee will hear the sides of all parties
concerned. Suatengco, 19, who represents the Sanguniang Kabataan
on the provincial board, and Marvin Ortiz, 16, are facing a complaint
for reckless imprudence resulting to homicide filed against them
before the Bacolod City Prosecutor's Office for the death of teacher
Augusto Vicente de Leon.
Bacolod City Prosecutor OIC Eduardo Esquilla said the complaint
has been assigned to Fourth Assistant Prosecutor Emmanuel Lupisan
who has sent subpoenas to the two to file their counter-affidavits.
De Leon, 40, a teacher of St. Scholastica's Academy and St. Joseph's
High School, was on his way home on board a motorcycle and when
he was thrown off as Ortiz and Suatengo were allegedly drag racing
down Lacson Street in Bacolod City at about 10:20 p.m. on July 21.*CPG
