Couple hits prosecutors for
inaction on complaint

The Provincial Prosecutor's Office is being questioned fire for alleged inaction to a complaint filed by two government employees against the grandson of a political kingpin Oriental Negros.

Fructuoso Ubag, Jr, a jail guard assigned in Bayawan town, and his wife Teresita Loida Kitane, a teacher at the Negros Oriental State University-Bayawan campus filed several complaints against Arnie Teves more than four months ago. Since they filed the complaint, they have not been called for a preliminary hearing, the complainants said. The couple lodged charges for direct assault, less serious physical injuries, grave coercion, malicious mischief, and violation of the Animal Welfare Act against Teves.

They accused Teves of dragging their Brahman cow with his vehicle, prompting them to dispose of the cow at a very low price.

The couple said they do not entertain the idea that somebody could be behind the delay in the resolution of the case.

Assistant provincial prosecutor Marieto Trayvilla, they said, was expected to act on their allegations, but was not around Friday when the complaint was raised.

Teresita told alleged that a vehicle has been stalking them in several instances, but she had no idea as who are the occupants of the car.

CHR field investigator Jess Caņete clarified that, his office has no jurisdiction over the case.

He, however, said his office entertains complaints regarding delays on the prosecution of cases as this violates one's right to a speedy trial, not only for the complainants, but also for the respondent.*JG
