Explain state of
slaughterhouse, vet told

Bacolod City Veterinarian Dr. Adelo Daroy is being asked by the Mayor to explain why he should not be administratively charged with gross neglect of duty as department head of the City Slaughterhouse.

This is in view of the adverse observation of the unacceptable slaughtering of animals in the city slaughterhouse in Alunan Avenue, Brgy. 35, Bacolod City, as highlighted in the GMA 7's Reporter's Notebook program.

Bacolod Mayor Evelio Leonardia yesterday said he asked Daroy to explain the situation in the slaughterhouse. "I have already mentioned that the slaughterhouse is already old but at least the basic housekeeping should be done by the department head," he said.

Leonardia said he does not know the motive of Daroy in presenting himself to the media. "But as a matter of harmony and coordination, we are encouraging those who make statements to inform us and at the same time to try to harmonize their statements with the rest of the circumstances surrounding city hall," he said.

For example, there should have been full awareness that the new slaughterhouse is in process and everything that is happening in the old slaughterhouse is very temporary and transitory in nature, he added. "We are not trying to gag them but it is part of the responsibility of any right thinking department head to coordinate with the officialdom of the city," Leonardia said.

At least there are no cases in Bacolod that can be considered the result of the alleged unsanitary operations in the slaughterhouse, he said.

Daroy could not be reached as of press time yesterday.

Secretary to the Mayor Roger Balo said the Task Force Abattoir was established in August 2004 yet right after the assumption of the Mayor. This is not newly formed, he said

Balo said the first bidding was done in December 2003 although the construction of the slaughterhouse in Brgy. Handumanan was completed in 2001. He said the city has no records who won the award because the bidding was not consummated.

Balo said that because of the failure of the first and second biddings, the Bids and Awards Committee asked the Sangguniang Panlungsod to authorize the city to go into the negotiated process which was granted in March.

Balo said there were three private contractors that responded to the negotiated procurement but the Task Force Abattoir recommended ABM Bernardo Engineering because it is the only private contractor who can provide the Triple A slaughterhouse operation.*CGS
