Militant group lauds Arroyo
on capital punishment stand
BY JUANCHO GALLARDE

A militant group in Oriental Negros hailed President Gloria Macapagal-Arroyo for her stand on the commutation of the capital punishment, but they questioned the timing and the motives behind her move.

Trelly Marigza, Gabriela Oriental Negros chairperson, said while their group had been pushing for the lifting of the death penalty, the President's action is suspect.

She said Arroyo's move came at a time when the Catholic Bishops Conference of the Philippines had issued a statement opposing the people's initiative, as one of the three modes in amending the 1987 Constitution.

The city government has appropriated P75.2 million for various road projects in Dumaguete from 2001 to April 20 this year.

City Hall issued the statement to clarify a published report, (not in this paper), quoting city administrator Dominador Dumalag as saying that, the figure is "not totally correct."

Of the amount, the Philippine Ports Authority allocated P12 million for the concreting of Flores Avenue and P45 million came from the 20 percent development fund with appropriation ordinances from the Sangguniang Panlungsod of the city, City Hall added.

The Dumaguete City Community Environment and Natural Resources Office is now producing organic fertilizer from biodegradable garbage it collects.

Rogelio Clamonte, CENRO chief said, his office produces 60 bags of organic fertilizer in 45 days, sold for P50 per bag or P2.50 per 300 grams.

His office is employing the "vermi composting" technology or the use of the African Night Crawler earthworms, Clamonte said.
