PEOPLE'S INITIATIVE
'ULAP ready to file petition
for verification of signatures'
BY RENE GENOVE

The Union of Local Authorities of the Philippines is prepared to lead the filing of a petition to verify the collected signatures for the people's initiative campaign to change the Constitution, Oriental Negros Gov. George Arnaiz said.

Arnaiz issued the position of ULAP because of continuing questions on the legality of the signature campaign allegedly initiated by Malacaņang.

The governor said ULAP is ready if the private group that had earlier said it would file the petition backtracks.

Some field offices of the Commission on Elections in Oriental Negros have completed the verification of signatures gathered during the synchronized barangay assembly early this month.

Some offices, on the other hand, are still continuing with the verification process with formal requests from concerned groups.

In La Libertad town, election officer Carlos Laspiņas confirmed that his office has already verified more than 4,000 signatures. Laspiņas, however, made it clear that their job is merely to determine the similarity of the signatures found in their official list of registered voters, with that of the barangay assembly list.

Following the decision of the court recognizing the municipality of Manjuyod, in Oriental Negros as the owner of an estimated 600-hectare white sand strip known as the Sumapao Shoal, and a certified tourist attraction, Vice Gov. Jose Baldado said he now has to plan how to promote the area to tourists.

Baldado, who hails from Manjuyod and who started developing the area when he was still the mayor of the town, and before a case was filed by the adjacent city of Bais, said he intends to ask support from "key players" in the province. "I will ask the governor, congressmen and other leaders in the province and the community to help in the development of the sand bar," Baldado said.
