A pastor of the Sum-ag Alliance Church in Bacolod City claimed that another person had voted in his place during the Central Negros Electric Cooperative elections held on March 11, 2006.

Rev. Guardson Garcia, in his letter dated March 13 addressed to the chairman of the Ceneco District Election Committee, said that when he went to Sum-ag Elementary School that day to cast his vote, he was surprised to learn that a woman named Josephine Bargayo had voted earlier in his behalf. He said Bargayo had a special power of attorney from a certain "Pastor Walter Villanueva."
