About 100 drivers of motorcabs-for-hire or pedicabs launched Monday the opening salvo of their weekly campaign to demand the scrapping of Ordinance No. 88, that increased the mayor's permit fee from P27 to P400 and the franchise fee from P460 to P860.

The ordinance, authored by city councilor Samuel Dicen, took effect last January.

The peaceful picket last Monday outside the gates of City Hall was led by the newly-organized transportation group PISTON, MOTOR, and the Kilusang Mayo Uno Labor Center in Dumaguete City.

Projects to be funded by the European Community in Oriental Negros may be put on hold, because of the failure of almost all local government units in the province to implement a sound solid waste management program.

Provincial Environment and Natural Resources Officer Antonio Cabrido said, the GTZ, a German funding institution, has already expressed concern on the inability of LGUs to implement Republic Act 9003 or the Ecological Solid Waste Management Act.

He said there are indications that the entity does not want to finance the projects, unless, the LGUs will comply with the law.

at Balinsasayao stays'

The Protected Area Management Board of Lake Balinsasayao, in Sibulan, a town about six kilometers north of Dumaguete City, stood pat on its decision to collect a higher entrance fee from foreign tourists compared to their local counterparts.

The PAMB, during its meeting last week, reaffirmed its decision in the wake of complaints received by the Provincial Tourism Office from foreigners complaining about the disparity of entrance fees between Filipino and foreign tourists.

Myla Abellana, tourism officer of Oriental Negros, said that she received at least two complaints, so far, from foreigners, whom she did not identify asking why they are made to pay P100 as entrance fee at the Lake Balinsasayao, while Filipino visitors are required to pay only P20.
