The administrative hearings on the case of the two Oriental Negros jail guards who escorted two inmates for "treatment" and were seen mingling with the crowd during the Buglasan Festival at the Capitol area in Dumaguete City have started.

But provincial legal officer Erwin Vergara said, he was still studying if the provincial government could charge Provincial Guard 3 Felipe Espina and PG1 Fleischer Blaza with a case for infidelity in the custody of prisoners as recommended by Gov. George Arnaiz. Arnaiz said he personally saw Espina and Blaza with their two prisoners that night and immediately ordered the two men arrested.

It said that the IPAR-2, which started off from the Luneta in Manila on Saturday will run through until December 18, with stops at about 50 destinations throughout the country and will cover a distance of over 2,000 kilometers.

In every stop, competing teams will perform challenges highlighting local attractions. Local government units along the routes will organize trade, cultural and food fairs to create a festive atmosphere.

Police identified the slain man as Raul Navarro, jobless, of Sitio Mandi, Hinakpan.

Reports said Navarro and his wife were on a motorcycle on their way Sitio Hinogpayan, Barangay Balugo in Guihulngan at about 1:30 p.m. when, on reaching the Balugo-Hinakpan crossing, they stopped near a store belonging to Virgie Bandico to drink coffee.
