Residents of Zone 6, Brgy. Handumanan, Bacolod City complained
yesterday that they have been experiencing no water since Baciwa
started operating its pumping station in their area and they are
preparing to submit a position paper to the Bacolod Sangguniang
Panlungsod about it.
Bayan Muna-Negros chairperson Alejandro Deoma said that since
the city lifted the cease-and-desist order it had implemented against
the Baciwa pumping stations in Brgys. Felisa and Handumanan, the
residents of Zone 6 have experienced no water.
Bacolod Mayor Evelio Leonardia had ordered on Oct. 18 the lifting
of the CDO implemented by the city against the further operation
and construction of Baciwa of its pumping stations in the two barangays
subject to certain terms and conditions.
In his order, Leonardia said the city government could re-issue
a CDO in the event of violation or non-compliance by BACIWA of any
of the terms and conditions, or any of its undertakings and additional
solutions as provided for under BACIWA Resolution No. 22, Series
of 2005.
Deoma said Zone 6 has the biggest population in Brgy. Handumanan
and over 3,000 students in elementary and high school will be affected
if the Baciwa pumping station no. 36 continues to operate, he added.
The affected residents of Zone 6, Brgy. Handumnan held a meeting
yesterday with the Barangay Opposition Against Massive Baciwa Abuses
(BOMBA) and some barangay officials led by Felisa Barangay Captain
Perigrino Aspan, he said.
Deoma also claimed the operation of well no. 36 in Handumanan
has not been issued a barangay clearance and that out of the five
Baciwa wells in the two barangays, it is the only one that has started
